A personal information handler may reasonably handle the personal information disclosed by an individual himself or other legally disclosed personal information, except where the individual expressly refuses. Where the handling of disclosed personal information may have a significant impact on an individual’s rights and interests, the personal information handlers shall first obtain the individual’s consent in accordance with the provisions of this Law
